Forms W-7 and W-7SP which gives one a US Identification Number:

These forms come in English, Spanish and other languages. They are useful in some states to acquire a drivers license and to obtain some federal services.

Supposedly, the only documentation to acquire a federal W-7 form of ID (Identification) is one that shows that you are born and that you live here in the USA.
